Private practice of law with law firms in Houston and Beaumont, Texas. Practice primarily admiralty and the defense of toxic tort/occupational disease complex multi-party litigation.

U. S. Coast Guard, Commander (Retired), 1957-77

Line officer; positions of command both afloat and ashore. Practice of maritime, environmental and public international law. Experience in all Coast Guard missions, including law enforcement, expedition of maritime commerce, regulation of merchant shipping and environmental protection. United States delegate to the United Nations, the Third United Nations Conference on the Law of the Sea, and the International Maritime Organization. Broad experience in domestic and international maritime affairs and international negotiations. Military trial judge and military appellate judge.

Foreign Service Officer. Director, Oceans Policy Planning, Bureau of Oceans, Environment and International Scientific Affairs. Responsible for the coordination of the development of United States international maritime policy and its implementation through international negotiations, including international law of the sea, avoidance of conflicts, development of offshore mineral resources, protection of the marine environment, fisheries, and interdiction of narcotics trafficking by sea. Close liaison through the National Security Council with other federal agencies involved in maritime affairs. United States delegate to the United Nations and the Third United Nations Conference on the Law of the Sea.
